Based on these events MeNB decides SCG addition/release.

I checked all your L3 msgs, and as explained above, there can be NO handover between n1 and n78.
Only addition/release based on B1 and A2 respectively.

In NSA mode, if anchor is LTE, NR handovers are not performed.
How can we say Pscell change to Handover?

If anchor is NR then 5G handovers are possible. (This is my guess)

In carrier aggregation of LTE also, scell add /release /change happened.
We never call it as HO.
Because PCell is same.
Similarly on NSA as long as MeNB is same, its not handover irrespective of Pscell change

Simply think that handover between 2 cells need to be through direct control plane signalling first so in NSA option 3x there is no way of control plane handover preparation possible b/n 2 5G scgs .
