Having events is different and performing handover is different.
Events are just to know the mobility requirement, how to perform mobility is up to technology or configuration( Like HO, redirection, cell change, etc).

What’s wrong is they have labelled pscell change as handover.
Call it cell change or HO, but motive is same.
Only that UE need to send MR report by a3 or a5 event to select better target cell.
Also, I am checking your logs, and not able to find still any MR report.
Config is there in logs for event.
I mean report config is there, mapping with freq.
In logs event A3, A2 mapped with Freq 423000 which is for band 1 so person defined only scope for intra Freq HO and redirection using A2 for NR.
If meas object defined for Freq 633322 under NRmeasobjecttoaddmod and it’s mapped event A3 then there is scope of inter Freq HO or cell change from band 1 to band 78.

There is NRMeasObjectToAddMod defined as 633322 and mapped as A2, A3 and A5.
I got it in 2nd logs mapped with A5 but at this time also it’s for intra Freq only as b78 now serving cell.
For inter Freq 2 Meas object to present like b1 as serving and band 78 having mapping with A5 under measconfig

Yes, it will work consider b78 as serving cell UE will move to b1 if b78 measured ssb rsrp less then -110 and b1 measured ssb rsrp better then -106.

If csi-rs used then UE will use it, but very rarely seen.
CSI -rs based procedure will become more usual as beam refinement strategies are better tried.

N.NsaDc.IntraSgNB.PSCell.Change.att and N.NsaDc.InterSgNB.PSCell.Change.Att are 0.
