I will send a mesage to Motorola support and try to find how Can I activated it in NSA.
Ask them to check under measAndMobParametersCommon, there you will find it.
If its supported.
I checked one UE log but my UE supports only nr-cgi-reporting not EN-DC.
Asked my team to check other UE Logs.
If found, i will update.
Same in my phone:
Look, we have SIB1 in this log.
This sib1 is for serving cell, not for neighbor cell.
UE cannot read anything in NSA from new cell before RRC connection reconfiguration.

And its LTE SIB1 LTE-RRC, right? Not NR-RRC.

I founde the parameter in Huawei:
NRDUCellRsvd.RsvdParam140
Indicates wheter NR cells in NSA mode broadcast SIB1 when all PLMNs of the shared cell are set to NSA mode. If this parameter is set to 1, SIB1 is not broadcasted. If this parameter is set to a value greater than 1, the value 1 takes effect.

In my case, not broadcast.
Reserved Parameter 140 = 1
You can change it to zero so it will be broadcasted.

Now you need UE that supports nr-cgi-reporting-endc.
I have enabled the SIB1 and make a test using Motorola Edge 5G but appears only “reportCGI-NR-NoEN-DC-r15”.
As I understood the problem is from UE.
The terminal capabilities are not supported.
No mobile phone model currenlty supports ANR under NSA networking.
There are only 3 terminals know in SA networking: P40/pro, Honor v30, CPE Pro.
In a short time, there’s no precondition for using ANR. [ Base station capabilty support [Y], UE capability support [N] ].
To use this fucntion it is needed a mobile phone with a higher version protocol as a prerequisite.

I remember Samsung was working on this a while back but CGI reporting in NSA isn’t top of anyone’s list.

I think there are other phones supporting NR-CGI reporting in SA not only Huawei brands (P40 pro, Honor 30 and CPE PRO).

5G BTS does not broadcast SIB1 so UE is unable to identify Cell Global Identity
5G BTS is not connected to the MME so the MME is unable to interrogate the 5G BTS to obtain the control plane IP address for the X2
