Decrease the inactivity timer is a good suggestion, the number of temptatives will also increase and it will increase the Sucess rate, but the user experience can be impacted regarding the RAB establishment time if you do not have URA PCH active.
If so, proceed with the time decreasing should be considered for all sites in order to decrease the license increasing necessity in other sites.
