Actually even NSA MIB has pdcch-ConfigSIB1 valid value.
there is no rule for this.
Pdcch-configsib1 is hardly 255 in NSA.
Idea is that even pdcch-configSIB1 is broadcaste din 5G MIB it is not used by UE.
But it is not 255.

Easiest way to check Device capability will be directly from the Chipset specs.

Normally I check UE capability SupportedBandCombos, ENDC will have eutra and nr while SA will have NR only.
Might not help in long run though 
Check the select network capabilities.
It should allow you to select NR only for SA models.
This may not work with devices which support both SA & NSA like Samsung Galaxy S20+.
Then it will have a combo of both NSA (eutra+nr) combo and SA (nr only) combos.

There is feature activation flag in vendor where we can set ue capability info nr, nr + eutra or eutra only.
This will reduce UE capability payload.
If the UE is locked in 5G SA mode only when requiring UE capabilities it does it only for NR bands.

If an NSA UE is enquiring about NR bands, it will respond, even if it is NSA only.
So how do we make out if a device is NSA only or it supports SA also?
NSA enquries are about NSA capabilities.
You cannot judge whether UE supports SA from UE capabilities in NSA.
