Why UE stuck on specific LTE carrier in EN-DC addition however UE supports EN-DC?

Q. Why UE that supports EN-DC have been stuck in LTE specific carrier and did not perform 5G_NR Secondary_Cell_Addition? Noting that we have 3-LTE carriers & 1-5G NR carrier.

A. According to 3GPP TS 38.101-3 version 15.2.0 Release 15 paragraph 5.2B that mention operating bands for DC in below sequence. In this issue , you have to review 3GPP DC_Band_Combination and steering UE on correct LTE Carrier anchoring that support DC.

5.2B.3 Intra-band non-contiguous EN-DC
