Is there any plugin in QGIS to create create Site and Cell/Sectors Azimuth?
Something like SiteSee tool in Mapinfo.

Yes, great plugin.
You can orientate shape Sectors with azimuth and adjust the shape offset.
It looks like MI sectors.
