Why does invite not received at MT during drive test if handover are happening?
MO sending Invite, MT doing HO and reason is 480 temporary unavailable.
There is setting in RAN to prioritise the on-going handover or call setup procedure.
Most cases or by default Handover is prioritised.
Any calls during this process may experience setup issue.
Some vendors provide setting to hold on setup procedure until handover is completed.
