Why does a UE reselect to 3G (instead of LTE) when it is near an ENodeB?

I am facing a problem a UE near to the Enode B but it reselects to 3G from LTE ; UE did not go to the LTE.

Be sure in the setting, primer cell selection be set as 4G(LTE). maybe it is set as 3G.
