You can have RWR with Flash, no?
RWR can be blind, measurement based or based on Flash info, right?

CSFB blind redirection is the most common type of CSFB implement, enodeB just send UE frequency of 2G/3G network and UE direct access to without measurement.
CSFB based on measurement have some terminal issues. Both blind redirection and measurement-based are 3GPP R8.
Flash CSFB is one type of blind redirection, in R9 which can reduce call setup time alot due to SIB of 3G cells are sent to UE also in RRC_release.
