The soil on top could be a thin camouflage layer to keep it hidden. (Underground military base, etc.)

Or a breakthrough in coverage for infinitesimal activities – a major advancement for nano research laboratories.
I believe it’s intentional.
Possible reasons could be:
- To provide coverage for a nearby concert stage.
- The location is at the edge of a cliff overlooking a stunning beach filled with tourists.
- It was used for a Line-of-Sight (LoS) test.
- And more…
After all, we’re only seeing a 30-40 degree angle, not the full panoramic view. Who knows what interesting things might be behind the camera? ![]()

Perhaps it’s an unlicensed spectrum (5GHz) microcell.
