Whatsapp message can only be sent after deactivating/activating airplane mode

Hello Experts.

One eNB has no congestion, UE connects to this eNB but can not send Whatsapp messages.

So it activates and deactivates airplane mode and after that it can send messages.

What can be happening?

Is the UE using the right APN?

A similar thing happened before to me, and the root cause was wrong APN, for some reason the terminal chose an old APN ( wap.xxxxxxx instead of 4G.xxxxx)

Is it a massive problem or just one user?

No, it is an exclusive UE (special customer).

Check the Gx, Gy and Sy interface configs.Its a OCS or PCRF issue. either charging request getting rejected for CCR-U came with Whatsapp rating group.OCS seems waiting for a CCR-I with whatsapp rating group.might be.check the PCRF whatsapp rating group config.PGW Gy triggering logic and OCS Gy response and config. and Sy if configured.Quite sure it is a charging related issue.
