It can be SINR or BLER threshold configured.

I need to check and recall will take time.
TTI bundling is intracell handover case i.e. you can see RRC connection reconfiguration on serving cell and complete message as well.

TTI Bundling Entry criteria : SINR-IN-Thr = 10 and
Exit criteria SINR-Out-Thr = 13

In our n/w, for LTE SINR based TTIB is set and IoT cells BLER based TTIB is set.

Old criteria / current IoT criteria for TTI bundling entry was based upon below 3 factors -

  1. UE is transmitting with currentMCS ≤ eUl-Low-Mcs-Thr
  2. MAX_NUM_PRB ≤ max (eUl-Low-Prb-Thr, ul-Min-Rb-Per-Ue), In network, eUl-Low-Prb-Thr=1 and ul-Min-Rb-Per-Ue=3
  3. ttiBundlingBlerThreshold threshold is reached
