What is the use of deltaPreambleMsg3 in SIB2?

Transmit power offset (deltaPreambleMsg3) can be used to increase the transmit power of MSG3 .

The increase in deltaPreMsg3 will increase the P0_NOMINAL_PUSCH for the Msg3 and also reduce the path loss threshold used for type B random access preamble.
