What is the reason for 3G HSDPA RAD attemps becoming zero while R99 attempts become high from zero and CS RAB attemps becoming zero?

Hi experts, on a 3G cell hsdpa RAB attempt becomes zero and R99 attempts becomes high from zero and also CS RAB attempts becomes zero What could be the reason?

Yes services are enabled. Hsdpa attempt becomes zero suddenly
