Yes, exactly.
Since SRS is only UL signal, the ie SRSPorts tells the UE on how many number of ports to be used to transmit the SRS signal using the phy resources mentioned in that SRS resource config.
Port1 means SRS is transmitted on only one port. Port2 means SRS is transmitted on two ports with MIMO operation.
