What is the difference between TNL failure and IPPM failures?

TNL as in Transport Network Layer?

If so, TNL is the transmission MO itself, you presumably can’t have services without it.

IP PM (Performance Monitoring) is a feature, optional.

Not necessarily for Huawei, since TNL will also count for RRU hardware failures, transceiver, fiber…

TNL can also cover misconfiguration on RAN .
If ip to UGW is not configured on eNodeB, you get TNL failures.
