What is Effect of the X2 Interface alarms on the service?
Vendor is Huawei.
Depends if critical, major or minor.
HO failures, drop calls.
It depends on alarm type.
Normally should be S1 handovers if X2 is down.
How do you resolve?
You clear the alarms 
Reset, restart, change boards, update firmware, patches, etc.
Most important, align parameters and settings that does not allow the cell to be unlocked.
