For LTE, what is difference between Active and Passive ANR?
How to identify it?

This was already raised by @ankgitm, but still remains unanswered till now.

Passive ANR Nokia-concept or (event ANR Huawei-concept) is adding missed PCI Nbrs for HO event triggering only else no NBR will add.

Active ANR Nokia-concept or (fast ANR Huawei-concept) is adding missed PCI that trigger in specific condition (not ho events) that force some UEs to report PCIs of NBRs under certain RSRP / RSRQ filter condition.

Passive ANR is mandatory .

Active ANR is optional and add a lot of NBR relation more than passive ANR.
