Spec-3GPP TS 23.501:
An always-on PDU Session is a PDU Session for which User Plane resources have to be activated during every transition from CM-IDLE mode to CM-CONNECTED state. If a PDU session is an always-on PDU session, the SMF should not deactivate a UP connection of this PDU session due to inactivity!
