What does RRC transaction identifier values mean?

Hi Experts,

RRC transaction identifier
This IE contains an identification of the RRC procedure transaction local for the type of the message RRC transaction identifier take values of Integer (0…3) ! Please anyone knows what does it mean ?! Thanks

It’s a sequence number for messages that need close interaction, like RRCReconfiguration and RRCReconfigurationComplete. Other messages that don’t need colse interaction should not include this identifier, like MeasurementReport.
