i see it is RSRQ, SINR is low by this condition we can say some interference happen or pci pollution happen. so that check the prb utilisation on all cells active and candidate when data collection taken. then try to make a single dominant cells to serving with downtilt others pci that influence on those areas, raise up 1 degree level dlboost on cells you are going to be dominant too. then Redrive test to check.
