Congestion in Radio link or Transmission media?
You can check via some specified counters if it is due to Transmission.
Mostly it will be due to Radio link only.

Most chances of Tx issues.
These 3 KPIs are impacted if any Tx issues:
Only way to confirm is all sectors must be impacted and if other tech also shares shares same ALD need to check.
If only 1 sector impacted can’t relate to Tx issues.

Most probably due to media issue.Check IP Packet error.
