Depends mostly on UE specs and cell load… But usually it is said around
RSRP=-120dBm
SINR =0dB
As minimum for attach.

OK . In our opinion to get good Throughput what are the best values to SINR and RSSI?

You shouldn’t be looking for RSSI but for RSRP since the first one considers interference.
For best throughput you should have more then 70dBm and at least 27dB SINR, to guarantee to get a high CQI and modulation. This number might vary from vendors, But not much…
