In 5G , DTX & BLER is the common terminology.
DTX can be due to setup issue or CCE overlapping of different coreset, different UEs.
You can use either interleaved/non-interleaved CCE allocation, interleaved gives you better diversity and reduce the probability of RB overlapping while non-interleaved does contiguous CCE allocation which is good for lower bandwidth.
Thus different allocation type can be used according to the system configuration, try out the CCE simulation generated
