Users camping but Cells without Traffic

I have a website that has users camping but the cells are without traffic in the RRU’s as shown in the logs below:

Hi, @edilsonquelber, is this counter are active? Any other KPI are affected? Check the clock references, relations, thresholds. There are a lot of possible reasons.
