@Sareenr featuresetsdownlink cannot be interpreted in isolation of the rest of the UE capability message
For each supported band combiniation, there is a reference to featureset combination which references feature set list for DL which references the featuresetsdownlinkyou are asking about.
In simple words, your screenshot is feature set for a specific NR band supported by the UE and other bands will have same or different featuresetsdownlink
