Besides that, you must also check the RRC capability messages to see if the UE supports the ENDC combos of your network.

First step is this: must check that restrictDCNR = 1 is missing in attach accept.
Then you should see that UE is instructed to measure NR (B1 event configured in RRC reconfig).
Then you should see B1 measurement report and only after that you will see SgNB addition request.
