The access class barring schemes are configured through the UAC barring RRC IEs:

When UAC barring IEs are changed, the UE updates the stored UAC IEs according to the selected PLMN and its access class. When the UE attempts access, the internal algorithm ofthe UE uses the UAC IEs to determine whether the UE is access-barred and for how long.
