“No UE attach” on which type of sites? 2G, 3G, 4G, or 5G?
4G site.
Is the UE triggering any RACH attempts?
My engineer is at this site but is unable to attach, even though the cells are up.
It’s likely a configuration issue with the CGI/TAC.
Verify the site’s planning data against the implemented configuration.

Did your engineer try connecting to other cells on the same site?

Please check if there are any alarms.
Engage your RAN team to verify all IPs, including O&M and MME UP addresses.
Use the following commands:
altcommandst cellget EUtranCell tacget EUtranCell cellid
Is it FDD or TDD?
You can also check with a trace by IMSI from the MME side. Engage your Core team for assistance.
The TAC is not defined in the TAC-LAC mapping in DNS.
