In what condition gNB may trigger that for a bunch of UEs?

Probably auto triggered when there are X2 glitches or alarms or PCI changes.

Additionaly: This message includes a bunch of UEs, so i am thinking on when eNB or gNB detects problematic UEs it sends partial reset to delete the content of those UEs.

Can you check, does it happens when ANR is ON or OFF ?
