I have a problem with HO Success Rate due to too early and too late problem.
I listed the worst cells that have the highest number of too early or too late failures.
I decreased the CIO for relations that have a high number of too early failures. ( Change is like that 0 to -6) but there didn’t any change too early failures.
And then I changed A5 time to trigger from 640ms to 1024ms in this time too early failures increased.
Also, I increased the CIO for relations that have a high number of too-late failures. ( Change is like that 0 to -6). Too Late failures decreased but were not sufficient.
What would you recommend to solve this problem? Too Late or Too Early HO percentage is high.
