If a MAC CE is received from the network for SCELL activation in NR, within what time frame will the network assume the SCELL has been successfully activated by the UE and start sending DCI for monitoring?
The typical time for a UE to process the MAC CE and configure/synchronize with the new SCell is 8ms, as defined in TS 38.133.
When the UE receives an activation command for a secondary cell in a PDSCH ending in slot n, it performs the corresponding actions specified in TS 38.321 no later than the minimum requirement outlined in TS 38.133 and no earlier than slot n + k.
