Throughput aggressive fluctuation in mostly times
So what may be the problem?
No alarms on eNodeB HW or Transmission.
Some times like this:
And sometimes like this:
It is normal behavior to expect for sites covering seasonal regions, for example near Stadium or Universities - Throughput will decrase on busy hours.
It seems that low-throughput issue happened during route test of 1 specific site.
Please check transmission quality of this site, DL throughput is so sensitive to packet loss.
