Is it related cov scenario of the antenna,like scen default,1-16?
It was transmitted under the same cell basically, and I can see the changing is in 20s in some part.

Do you have any specific mapping N1-N2 to cov scen?
What I get from your exp the sync of the cov scen is where the scen has higher vertical beam so then it will have 2-2, then where the scen with low vertical the it will give 4-1?
