Yes, all the causes mentioned are possible, and the suggested solutions can also work. 
But what worked for me was switching the Wi-Fi network.

On my phone, I turned off mobile data and used Wi-Fi.

On my computer, I turned off Wi-Fi and used my phone’s hotspot.
