RRC Re-establishment failures but all other KPIs fine

What could be the reason for RRC Re-establishment failures on whole site while all other KPIs are fine?

Vendor is Ericsson, FDD.

I had a similar problem, PCI conflict, handover can’t do and I had a lot RRC re-establishment.
