Starts at the RRC connection REQ transmit.
Stops at the Receipt of RRC connection setup or reject message OR at the cell reselection time OR upon abortion of connection establishment by Higher layers (L2/L3).
T300 Value is 2000ms, I checked.

t300, msg3maxretx, qrxlevmin, contention resolution timer, t302 will help RACH failures but after msg3.
2 seconds.
Do a short trial and increase it to 4 or 5 and see the change.

t300 max value is 2000 msec.

Radio reset will work 90% of the time for suden poor RRC SR! 
You can try with that (have cross check on in-band interference as well).

Haa haa… I forgot it’s like miracle sometimes. 
Main is whether it is RA or after msg3, and this can be alarms/hardware as 5 percent is rarity, RS power is fine.
And TA serving fine.
Check subcounters: where is RRC failure, your issue will be solved there.
I am not aware of Nokia but subcounters guide you to a proper result.
