Read and decode MCC/MNC to do PLMN search

Dear All.
To do PLMN search, UE must read and decode MCC/MNC in PBCH right?

PLMN is in SIB1, not PBCH.

I think this PLMN search indicates USIM stored priorlity PLMN search as normally UE powered on after protocol stack initialisation it goes for RSSI scan, filtered & then PSS / SSS peak value search, yes PLMN details MCC MNC in SIB 1, & comparing home PLMN / ehplmn it goes for PLMN.

Please correct me if anything wrong here…
