PRB Utilization is a signal - not always a problem.
High PRB utilization often creates concern, but by itself it only tells us that the radio scheduler is busy. The real story appears only when PRB is read together with throughput, SINR, CQI, BLER, retransmissions, traffic load, and user experience.
A cell with high PRB + high throughput + good RF conditions can actually be a healthy, efficiently utilized cell.
But high PRB + low throughput + poor RF quality / high retransmissions is where congestion or RF limitations may be hiding.

To judge network health, always look at the full KPI picture.
