Poor UL throughput and good DL throughput

What’s the reason for poor UL throughput whereas DL speed is Good?

RTWP is good, no congestion at site or RNC, reported average upload speed is around 500kbps.

What parameters need to be checked?

Vendor is Nokia.

Check the modulation on the uplink and check CQI

What can be the reason of poor IP Throughput?
Band: TDD
No interference
No BH issue
