Some RRC timers may be configured at the eNB level, so changing them could affect multiple cells. If the degradation is cell-specific, we should be careful before applying a timer change across the whole node.
Regarding P0 and Alpha, increasing them can increase UE UL transmit power and potentially raise UL interference. Therefore, Alpha should be tuned gradually based on the interference environment and coverage requirements.
For PRACH, the preamble format and configuration index should be selected according to the cell coverage/radius and deployment scenario to ensure reliable random access performance.
