No, this is targeting indoor coverage and mostly basement and deep indoor coverage users in popular ward like in Tokyo, many basement are there.

Typically, mature networks use low-band LTE spectrum for downlink supplementary CA only.

When low band is part of the mobility strategy, it can create significant issues with RAN KPIs, 4G QoS, and overall user experience, despite the minor dB gain in deep indoor coverage.

Band V, 5 MHz. Lowest priority among the carriers, outgoing load balance.
