Major Alarm on 6651 BaseBand for NR Cells – Cell State Inactive & Service Out of Service

When adding a new 6651 BaseBand for NR cells with arfcnDL 643334, this major alarm pops up:
Cell State Inactive NRCellCU (No interfaces specified by interfaceSupervision=ALL_LINKS are available.)

cellState is INACTIVE and serviceState is OUT_OF_SERVICE

Does the Clock parameter startWithPreservedAssistingOffset has something to do with cells state inactive?

Also, from CLI :
NetworkElement=NodeName,FmFunction=1 currentServiceState OUT_OF_SYNC
What does this state depend on ?

What was the alarm exactly?

The alarm is
“Cell State Inactive NRCellCU (No interfaces specified by interfaceSupervision=ALL_LINKS are available.)”

But I figured it out. Some CUCP and CUUP Tables=1 were missing.

Are these tables part of the XML script files and defined during integration?

during integration, using amos (moshell)

But these tables are automatically created by the system with their default values as i know.
