LTE cells taking P-cell traffic in Carrier Aggregation but zero S-cell traffic

Hello Experts.

What can be the first two main reasons for LTE cells to take P-cell traffic in Carrier Aggregation, but zero S-cell traffic?
Do you treat it as normal or a configuration issue?

Reduce UE battery consumption, as SCELL can be deacitvated in LTE-A CA.

check CA Active Buffer Delay Threshold & CA Active Buffer Length Threshold

if there is no issue in above parameters then possible channel quality issue for S-cell
