If the RS power is increased, the UE could more easily make the RS Measurements ( RSRP & RSRQ ) and more reliably quantify the DL channel conditions.
However, the overall interference on the RS RE for a given cell would increase due to multiple neighboring cells transmitting more power in their own RS REs.
So the impact of RS power boosting on the RF performance is not definitive.
