Limit coverage footprint of cell

Is it best way to limit the footprint of cell by using cellrange?

No. The best way is by tilt.

Are cell distance and cell footprint more of a similar thing?

Tilt will not impact RACH fail, it might lead to coverage holes if sites far away and no dominancy in cell edge.

But in cities and near distance as TA is more then tilt is best option.

Cell footprint is where its RSRP is detected.

Serving cell footprint (in idle and connected mode) is where this cell is dominant.

So serving cell footprint is always smaller than cell footprint.
