Is there any parameter in RSRQ similar to s-measure or threshold1 in RSRP?
Yes, there is a parameter. It is called RSRQ hysteresis.
RSRQ hysteresis is a threshold value that is used to determine when to trigger a handover from one cell to another. When the RSRQ of the serving cell falls below the RSRQ hysteresis threshold, the UE will start to look for a new cell to which it can handover.
