Is there any parameter for congestion - handover to nbr cell - in Nokia 2G?

What do you mean by congestion - handover?

If cell is congested, means call attempts are more than its capacity - then it should handover to nbr cells.

Actually it is available in Nortel network, where congested cell can handover the call to a particular cell.

Need to know if any similar configuration available for NOKIA.

Also is it possible to configure a TCH channel as dynamic SDCCH in case of SD blocking?

Directed retry procedure.

You have to enable it under BSC.

Have you tried half rate traffic shifting?

Try BSS21113, BTS overload control if ur sw supports. and half rate based on cell load for 2G.

It’s cell wise.

Yes try traffic based Handover (TRHO), when source cell is congested & neighbour is available with (Condition for capacity & coverage thresholds), on-going call will be handed over to neighbour cell.
