Is RAN node responsible for enforcing UE AMBR in DL and UL?
In DL, is it possible to do UE AMBR on earlier stage at UPF node?
Where is the limit for UE AMBR is done on CU node or on UPF node?
While attaching, based on network slice, SMF will ask PCF regarding ambr then when PDU session establishment creates that time SMF will inform the same to UPF.
Answer is UPF node.

Gnb/enb level, its responsibility at gnb or enb end. We can define it cell level at nodeB
